Great, but missing significant functionality (4 stars)
This is, unquestionably, the best offline maps app I've found in the App Store. Unfortunately it's really difficult to use.

It is not smart about scale. For instance, I could be fully zoomed out and it'll be talking me the name of a small town in Nebraska or something. This makes it really hard to find anything.

It doesn't show borders. Without borders it's very difficult to orient oneself when zoomed in at all.
